Establish the input route

Have the form owner approve the response slice and question definitions. For a connected read, verify form access and the available retrieval operation. For an explicit extract, include its cutoff and form revision; neither route should be described as an instant complete view without checking freshness.

The queue should preserve the actual request and the missing information needed to route it. TF22 needs question context, not just answer text. TF23 should not be called a lost response until the owner checks the retrieval window and source freshness.

Reconcile before widening the task
A hidden routing field can be absent or inconsistent; do not invent a destination from free-text wording. A skipped question and an empty response are also different conditions. Keep those distinctions visible and avoid including unrelated personal answers in a narrow routing brief.
Trial one form before the intake team’s next review. Ask the owner to resolve TF22’s label change and confirm how recent submissions should be handled. Repeat the queue only after the selected cutoff produces a reproducible response slice.
For the first acceptance review, keep the original input slice beside the result and mark which items were checked.
